Comment summaries now correctly preserve open questions instead of filling them in. Previously, summaries could pretend an unanswered question was resolved; now they clearly label unresolved items (for example: "Open: ...") and keep the matter unresolved.
This makes summaries trustworthy pointers to unresolved decisions or work items.
